Cary Rosenblum
Cary is Elmington’s Chief Executive Officer. As a founding member, he oversees Elmington’s corporate operations and its seven primary business divisions: Property Management, Affordable Housing Development, Commercial Property Investment & Management, Construction, Single-Family Build-to-Rent platform, Senior Living and our nonprofit, Elevates. Cary focuses on developing and managing Elmington’s operational and financial goals and strategic growth plans. Cary is also involved with investment and financing activities, focusing on identification of assets for acquisition, new business development, and corporate relations with financial partners. Prior to Elmington, Cary served as Vice President in Regions Bank’s Commercial Real Estate Group, where he financed in excess of $500 million of commercial real estate transactions through debt and equity executions. He graduated from the University of Georgia with a Bachelors in Business Administration (BBA) and Masters of Business Administration (MBA).

Nini White
As Chief Operating Officer for Elmington Capital, Nini provides information and guidance to the Elmington Capital leadership team. She manages key financial data, support, and reporting to assist in strategic decision making. Her responsibilities include the oversight of financial reporting, on-going cash reporting, budgeting and forecasting, and the design, implementation, and maintenance of internal controls. She also oversees commercial maintenance operations, assists in the coordination of outside professional services and maintains ongoing business partnerships with third-party vendors.

Ben Brewer
Ben serves as Elmington's President and, as a founding partner, plays a key role in driving the overall growth of the company’s diverse business lines. He works to foster a growth mindset within the organization, helping teams understand the profound impact their work has on people’s lives. Elmington’s culture is a vital catalyst for the company’s success, which is further fueled by attracting and nurturing exceptional talent. Since co-founding Elmington, Ben has been instrumental in building the teams that have successfully executed nearly $4 billion in real estate acquisitions and developments.
Ben holds a Bachelor of Business Administration from the University of Mississippi. Ben is married to Jennie and they have three children: Anna Wells, Mac, and Betsy. As Elmington continues to grow, Ben has become a passionate advocate for ending the cycle of poverty and raising awareness about the challenges facing children aging out of the foster care system.

Hunter Nelson
Hunter provides leadership on Elmington’s affordable housing portfolio. With an expertise in Low Income Housing Tax Credit (LIHTC) development, Hunter oversees Elmington’s 4% bond financed and 9% competitive tax credit development portfolio. He is responsible for the affordable housing strategic direction and day-to-day operations, including: sourcing new construction and rehabilitation deals, project management, financial analysis, government relations, syndication, and due diligence activities. As a principal of the firm, he participates in determining overall corporate growth objectives. Hunter graduated from the University of Alabama with a Bachelors of Business Administration.

Kerri Davis
Kerri Davis is the Founder & CEO of Fortress, a revolutionary software company shaping the future of property management. In her prior role as President of Elmington’s property management division, she was dissatisfied with the current PropTech offerings in the market and set out to build a better platform for all users. Today, the company has Walker & Dunlop as an investor and 50,000+ units on the platform. Fortress started as an internal tool and is now actively onboarding clients across the country. Kerri earned an accounting degree from the University of Central Arkansas and received her Juris Doctorate from Case Western Reserve University. After graduating, Kerri worked in Baghdad as a business manager for a Department of State contractor and in accounting before joining Elmington Property Management, where she ultimately became a partner and owner, roles she still holds today. Kerri and her husband live in Nashville with their two boys.

Cochrane Jamison
Cochrane is responsible for overseeing Elmington’s development activities. His primary responsibilities include managing teams of architects, engineers and contractors as they design, develop, construct and/or redevelop Elmington’s multifamily and commercial property portfolio. Prior to his role at Elmington, Cochrane served as Project Manager for Brasfield & Gorrie in their Nashville Office.

DeAnna Moore
DeAnna, the President of EPM, brings a 25-year career and an innovative, results-driven approach to real estate leadership. A Texas native and Texas Tech alumna based in Nashville, she is a devoted University of Texas Longhorns fan. DeAnna, recognized for leading portfolios exceeding $3 billion, excels in new business development and building trusting client relationships. Her transformative leadership highlights a commitment to revenue growth and enhanced customer experiences. Notably, she implemented a customer-centric sales model, centralized sales organization, and Sales Excellence BI dashboard. DeAnna’s goal at Elmington is clear—improving multifamily real estate efficiency while championing equity and value for employees and clients. With a unique blend of expertise, she is set to lead Elmington into a new era of prosperity and innovation.

Michael Lamping
Michael is the Head of Elmington Residential. Elmington Residential is a full-service development and construction initiative focused on delivering a high-quality portfolio of ground-up single-family developments. Previously, Michael was with Lennar Multifamily Communities where he was a part of the investment team. Prior to Lennar, Michael was with HavenBrook Homes, an institutional single-family rental platform. Michael was directly responsible for the underwriting and acquisition of over 1,000 single-family homes with a total investment in excess of $120 million across multiple markets. Michael is a graduate of the University of Tennessee, Knoxville, with a degree in finance.

Stephanie Lehman
As the President of Elmington Living, Stephanie brings a unique vision to property management with over 22 years of asset management and property management. Stephanie oversees the property management and operations of Elmington’s 55+ multifamily affordable and market communities, including both stabilized communities and those in lease up. In her previous role as Executive Vice President of Asset Management, Stephanie oversaw the asset management operations of Elmington’s assets and assisted with the design development of new assets. Prior to joining Elmington, Stephanie was an Asset Manager at Covenant Capital Group in Nashville, Tennessee, for 9 years. There, she managed a large portfolio of multifamily assets with an investment value exceeding $240 million and specialized in value-add renovations, design, and operations. Stephanie holds a Bachelor of Business Administration with a Major in Economics from Middle Tennessee State University. She also attended the University of Tennessee, where she focused her studies on Economics and Finance.

As a part of the executive leadership team, Devin provides strategic insight into the business and is responsible for oversight over all financial reporting and planning. As Executive Vice President of Operations at Elmington Residential, Kyle oversees all financial reporting and corporate support functions for the company’s single-family development, construction, and multi-family acquisition activities. Kyle earned a Bachelor of Science in Business Administration with a Professional Option in Accountancy in 2010. Prior to joining Elmington, he spent ten years as a tax manager in public accounting, specializing in tax compliance and strategic planning for clients in the construction and real estate industries.

Kevin Hoyler
As Senior Vice President of Operations for Elmington Property Management, Kevin oversees and provides leadership to our Accounting department. His responsibilities include the oversight of financial reporting, on-going cash reporting, budgeting and forecasting. He graduated in 2012 with a Bachelor of Science in Business Administration: Finance Concentration from The State University of New York at Buffalo.

Mark McCord
Mark leads the acquisition and development of multifamily and Affordable housing communities. In addition to business development, Mark is responsible for the general management of Elmington’s development team and guiding firm strategy. Prior to joining Elmington, Mark was an Investment Professional within The Carlyle Group’s U.S. Real Estate team based in Washington, DC. Mark received a B.A. in Finance from the University of Kentucky and an M.B.A. from The Wharton School at the University of Pennsylvania.

Matthew Riddle
As Executive Vice President of Operations for Elmington Affordable, Matthew oversees all accounting activities. Anders Folger
As Controller for Elmington Construction, Anders oversees all accounting and corporate support activities. Anders is responsible for month- and year-end close procedures, budget forecasting and managing cash flows. His primary focus is on providing reliable estimates and accurate financials. His attention to strong internal controls, timely financial reporting, and reliable forecasting are critical components for the success and ongoing growth of the firm.

Jessica Smith
As Controller for Elmington Affordable, Jessica oversees all accounting and corporate support activities for all affordable housing projects. Jessica is responsible for financial reporting, month and year-end close procedures, budget forecasting and managing cash flows. Before joining Elmington, she spent one year as VP-Fund Manager at RBC Capital Markets, managing a portfolio of 20+ affordable housing funds. Prior to that she spent 8 years in public accounting at Tidwell Group, primarily focused on cost certifications and development reporting, as a Senior Manager. She graduated in 2015 with a Master’s in Accounting from University of Alabama at Birmingham and is a licensed CPA in the state of Alabama.

Josh Wimberley
As Vice President of Construction, Josh is responsible for overseeing the construction team for Elmington’s multifamily communities. His primary responsibilities include oversight of budgets, scheduling and quality control for our multifamily construction projects . He works in conjunction with the development and asset management teams to ensure all projects are delivered on budget and meet Elmington’s expectations. Prior to his role at Elmington, Josh has served as a Healthcare Project Manager for Brasfield & Gorrie and Director of Property Services for the Kingston Group. He is a graduate of Louisiana State University with a Bachelor’s degree in Construction Management.

Eric Werner
As part of a growing construction team, Eric’s focus is on fostering new jobs through the development, planning, design, and pricing phases of Elmington Construction’s communities. He joined the team in 2019, and has been working in the construction industry for over ten years with experience in multi-family, commercial, industrial, and healthcare sectors. Pre-construction efforts include building relationships with design partners and subcontractors to position Elmington Construction to be able to build efficiently and effectively.

Laura Verner
As Vice President of Development Services, Laura oversees all of Elmington Affordable’s construction projects from start to finish. She acts as a key liaison through pre-development, construction, and closeout, ensuring projects are completed on time, on budget, and to the owner's satisfaction. Known for her attention to detail, Laura identifies the most efficient strategies to deliver successful outcomes. She graduated magna cum laude from Auburn University’s College of Engineering. Prior to Elmington, she worked as a Project Manager and Estimator at Turner Construction in Nashville and New York. Her project experience spans tenant fit-outs, multifamily, healthcare, education, and high-rise buildings, ranging from $100K to $500M.

Brandon Plunkett
Brandon is VP of Development at Elmington Residential. His role is sourcing and developing multifamily and build to rent projects throughout the United States. Brandon has 20+ years of experience in residential and commercial real estate. Prior to Elmington, Brandon operated his own firm in Nashville, Forbes Plunkett Real Estate and Development, where he developed and invested in infill development, townhome projects, and multifamily projects across Middle Tennessee. Brandon has held significant roles at Baker Story McDonald Properties and Freeman Webb. As a deal sponsor, Brandon has sourced, capitalized, developed, built and sold more than 250 townhome units, more than 800 multi-family apartment units, and multiple restaurant build-to-suit projects. Brandon holds a BA in Communications from Furman University.

Joe Horowitz
Joe Horowitz is a senior leader in Elmington’s development team and is responsible for the development and acquisition of affordable, workforce, mixed-income, and mixed-use communities in the United States. Since joining Elmington, he has successfully completed over $640 million in development. Prior to joining Elmington, Joe was a Director at Citi Community Capital where he oversaw the underwriting and credit approval for more than $3 billion of financing for multifamily projects, mixed-use developments, and other community development projects located throughout the United States. Joe received a B.A. in Finance from Belmont University.

Tara, the Senior Vice President of Client Experience, is a creative and dynamic leader who has dedicated her career to building teams and partnerships rooted in a vibrant culture of connection. With over 20 years of leadership in multi-family, she brings expertise in distinctly elevated and high-performance operations, client services, business development, lease up execution, pre-construction consulting, and delivering intentional and curated experiences for teams, residents, and client partners alike. Tara has previously led teams across major markets nationwide for companies such as Wood Partners, RPM Living, and Cushman & Wakefield. An Ohio native who studied Business Management at the University of Central Florida, Tara has now called Nashville home since 2018.

As President of Elmington Commercial, Ned’s responsibilities include underwriting and execution of commercial acquisition, redevelopment, and ground-up development opportunities, asset management functions such as leasing oversight, cash management, lender negotiations and interfacing, capital expenditure planning, investor relations, and oversight of Elmington Commercial’s property management and leasing teams. Prior to joining Elmington, Ned directly oversaw acquisition or development of over 800,000 SF of office and retail space with a total project cost in excess of $225M. Ned holds a Bachelor’s degree from the University of Virginia and an MBA from Vanderbilt University.

Haley Haynes
Hayley Haynes, the Vice President of Finance at Fortress Technology Solutions, is a seasoned financial professional with a robust background in overseeing all aspects of finance and accounting. With a keen eye for detail and strategic thinking, she manages a spectrum of responsibilities, including financial reporting, budgeting, forecasting, cash flow management, billing oversight, and critical financial data analysis to support decision-making processes. Prior to her tenure at Fortress, Hayley honed her expertise at Ernst & Young in assurance services, where she developed a strong foundation in accounting practices. Her journey began with a Master’s in Accounting from the University of Tennessee, Knoxville, in 2016, laying the groundwork for her successful career trajectory in the finance industry.

Steve Sellers
Steve leads site and vertical construction, cost and design for Elmington Residential. Steve’s primary focuses include: all field operations, vendor relations, construction software management, corporate programs, estimating & purchasing. Prior to joining Elmington, Steve was with America’s Home Place and served in several capacities, including Director of Purchasing, for seven years. Prior to 2011, Steve was self-employed at TMG Home Concepts, building houses and light commercial projects in the West Tennessee and North Mississippi areas. Steve is an industry leader in residential construction, with experience across 40 sub-markets.

Charlet Sanga
Charlet Sanga brings more than 25 years of multifamily leadership experience and a well-established reputation for partnership, transparency, and results. As Vice President of Operations at Elmington Property Management, she leads multi-market teams and partners closely with ownership groups to deliver strategic oversight, operational excellence, and strong financial performance.
Charlet has successfully overseen portfolios, including lease-ups, build-to-rent communities, mixed-use developments, and large-scale value-add renovations. She is recognized for driving NOI growth, strengthening on-site operations, and creating consistent, high-quality experiences for both clients and residents.
Throughout her career, Charlet has held senior leadership roles with RPM Living, Western Wealth Communities, Western National Group, and MG Properties. Prior to Elmington, Rachel made significant contributions at Brookside and Embrey Development Company, where she oversaw successful lease-ups across Nashville, North Carolina, and Florida. Elisa Merritt brings over 25 years of extensive experience in property management, having developed a deep understanding of HUD, Tax Credit, Conventional, and Rural Development housing programs for both family and elderly residents. Her career has been distinguished by a successful transition into leadership roles over the past 15 years, during which she has honed her skills in overseeing diverse property portfolios and managing REHAB operational processes. With over 20 years of leadership experience in property management and operations, Octavia is results driven executive in the industry. Octavia has had direct oversight in a diverse portfolio of more than 7,000 units across Missouri, Tennessee, Texas, CA, Arizona, and the US territories of Puerto Rico and the Virgin Islands. Throughout her career, Octavia has built a reputation for operational excellence, strategic vision, and team development. Daniel joined Elmington in 2021 and is a graduate of The University of Tennessee.

Judy Carter
As Regional Vice President of EPM, Judy brings over 20 years of property management experience in conventional, tax credit and affordable housing. She joined Elmington in 2016 and has over 15 years in a leadership role managing throughout the North and Southeastern states. Judy and her team support 26 assets that focus on tax credit, senior communities, affordable and conventional housing, and lease-ups.

Keri Terrell
Keri Terrell is a Regional Vice President for EPM, bringing nearly 25 years of experience in property management. She has a proven track record of optimizing property performance and driving value through strategic leadership, financial acumen, and innovative business solutions.
Keri holds several professional designations, including Certified Apartment Manager (CAM), Certified Apartment Portfolio Supervisor (CAPS), Housing Credit Compliance Professional (HCCP), and Certified Professional of Occupancy (CPO). She is also a Lyceum Graduate of the Apartment Association of Tarrant County, where she served as a Committee Chair. Additionally, she contributed to industry development on committees for the Apartment Association of Greater Dallas. Her commitment to community safety and engagement was reflected in her previous service and partnership as a community liaison with the City of Dallas Police Department.
Keri’s diverse portfolio spans conventional and affordable housing, including new construction, build-to-rent (BTR), value-add properties, and senior living communities. She is recognized for her ability to lead high-performing teams and deliver results across various property types and market conditions.

Jim Kruse
Jim is the General Superintendent for Elmington Construction. He is involved in every phase of Elmington’s current under-construction portfolio from initial planning to completion. Prior to his role at Elmington, Jim moved from California, where he was a partner in a large Framing subcontracting business. Jim brings over 30 years of Construction Management experience in both Residential and Commercial Projects, ranging from Large Custom Homes, Large Shopping Centers, to Type III Podium Jobs.

Reed Ellis
As Director of Development, Reed is responsible for conducting due diligence, underwriting, and financing affordable multifamily properties in Alabama and Florida. Prior to joining Elmington, Reed worked as an Engineer in both the energy and environmental sectors along the Gulf Coast. Reed holds a B.S. in Engineering from the University of Mississippi and an M.B.A. from Vanderbilt University’s Owen Graduate School of Management.

Jake Hymes
Jake is focused on Elmington’s LIHTC developments in the Southeast and Midwest. Jake’s key responsibilities include site selection, underwriting, due diligence, and identification of new markets for future expansion. Prior to joining Elmington, Jake was an asset finance and real estate attorney in A&O Sherman’s New York City office, and he most recently served as an in-house counsel for Radial Power. Jake received a B.A. from Princeton University, a J.D. from New York University School of Law, and an M.B.A. from the Wharton School.

Aaron Vargas
Aaron Vargas is a Director of Development focused on the development of multifamily housing using 4% and 9% low-income housing tax credits in the state of Florida. Aaron’s responsibilities include sourcing debt, equity and development sites as well as underwriting and due diligence to lead financial closings. Aaron is also focused on cultivating local relationships to leverage public-private partnerships. Prior to Elmington, Aaron worked for both LIHTC and workforce housing developers. Aaron holds a Master’s in Social and Applied Economics from Wright State University in Ohio and a B.A. in Communication from Carson-Newman University in Tennessee.

Donnell McGhee
As Director of Development, Donnell focuses on acquiring and developing multifamily housing, including LIHTC, Tax-Exempt Bond, and Workforce Housing, with a current emphasis on Texas’s and Missouri’s affordable, supportive, and mixed-income housing markets. He excels in building Public-Private Partnerships and has overseen the development of 12 projects totaling 1,200 units and over $250 million. Before joining Elmington, Donnell worked with the Vecino Group and Integral Group, managing large-scale community developments and strategic projects. He has developed $204 million in multifamily housing across Texas and the Southeast and holds an MBA from Emory University’s Goizueta Business School.

Laura Catherine Wallace
LC has been with Elmington for five years and currently serves as Director of Development, leading the affordable housing projects across her home state of Tennessee. In this role, she oversees the full lifecycle of multifamily affordable housing projects, including site due diligence, financial structuring, and execution. LC specializes in projects financed through 4% and 9% Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, PILOTs, HOME funds, project-based vouchers, and a range of public grants and soft debt programs. She plays a central role in managing relationships with debt and equity partners to ensure timely and successful financial closings, and coordinates all aspects of state agency applications and credit allocations. LC also works closely with a variety of stakeholders—including housing authorities, local governments, and nonprofit organizations—to deliver projects that align with community needs and policy goals.

Mitchell Stogner
Mitchell has extensive experience working with real estate investors and developers across the Southeast, specializing in structuring debt for new construction, renovations, acquisitions, and refinances. He focuses on building long-term relationships over single transactions. Before joining Elmington, Mitchell worked in Regions’ Real Estate Capital Markets division, managing DUS, Optigo, and HUD-insured loan programs for multifamily and commercial assets. He also gained experience at Lument Financial Trust, where he sourced financing through various programs, and at Franklin American Mortgage Company, managing investor operations and ensuring compliance with major lending agencies. Mitchell holds a Bachelor’s degree in Business Administration from the University of Mississippi.

Hailey Waldrop
Hailey’s responsibilities include sourcing new opportunities, securing financing, coordinating construction, and assisting with the disposition of Elmington Residential’s single family communities. Prior to joining Elmington, Hailey worked on Nashville’s leading office investment sales team at Cushman & Wakefield, where she managed various aspects of the sales process including the financial analysis of over $2.9 B in valuations, the creation of offering materials, and the coordination of due diligence and closing efforts. Hailey graduated from Vanderbilt University with a Bachelor of Science in Human and Organizational Development.

Walt Baxley is currently the Director of Plan Development for Residential. With over thirty years experience in the residential design industry, Walt expertly designs homes that meet the requirements of neighborhoods, as well as appeal to target markets. Additionally, he oversees the production of the construction documents. Before joining the Elmington Residential team, Walt spent over 10 years with Frank Betz Associates, a leading residential stock plan design firm, where he served as Quality Control Manager. Most recently, he worked for America’s Home Place as a Project Manager for plan production offices throughout North Carolina, South Carolina, Texas, and Virginia.

Randall Huff
As Vice President of Support Services for Elmington Construction, Randall oversees all procurement, buyout, and contracting for the company. His primary responsibilities include shepherding project buyout, negotiating contracts, and oversight of our material tracking process. His primary focus is ensuring that our projects are contracted accurately, efficiently, and in a financially sound manner. Brittany oversees all leasing for Elmington’s commercial portfolio. Brittany received her real estate license in 2014 and is an active member of NAIOP since 2016. She graduated from the University of Kentucky with a Bachelor’s degree in Communications.

Jared Bell is the Capital Needs Director at Elmington Property Management. He joined Elmington in June 2024, bringing with him a wealth of experience from his previous role at Enfield Management, where he had been since 2017. Prior to that, Jared spent 21 years in residential construction, focusing on custom-built homes. In his current role, he is responsible for overseeing all capital improvements, repairs, and large-scale projects across the entire portfolio.

Mary Carroll joined Elmington in 2017 and brings with her eight+ years of human resources experience.
